Census: Hispanic Population Counts Illegals in Tally

In response to reader comments, Hampton Bays School district Superintendent Lars Clemensen says all kids are getting an education despite legal status.

In response to a recent report on the latest U.S Census numbers on Westhampton-Hampton Bays Patch received a number of comments from readers, questioning both the data as it pertains to illegal Hispanics living in Hampton Bays and their impact on the school district.

According to Robert Bernstein, public affairs specialist for the U.S. Census Bureau, the 2010 Census accounts for all residents, despite their immigration status.

“We count everybody, Bernstein said. “All residents of the country, including people who are here illegally. We just don’t ask them if they are legal or not.”

According to the Census, the Hispanic population in Hampton Bays has risen 154 percent in the last decade to 3,897 in 2010, compared to 1,528 Hispanic residents in 2000.

And of the 3,897 Hispanic residents living in Hampton Bays, 1,147 are under the age of 18. Meanwhile, there are 2,267 white children under the age of 18 living in Hampton Bays, according to the census.

Hampton Bays Superintendent Lars Clemensen said the numbers ring true when looking at the make-up of the student population in the Hampton Bays School District. But immigration status, Clemensen said, has no bearing on whether a child can receive public education.

According to Clemensen, the district’s non-white population is about 43 percent with the white population sitting at 57 percent.

“It is the district’s legal obligation to educate all children regardless of the nationalization status," Clemensen said. “The only ‘illegal’ classification the district can give a student is if they live outside the boundaries of Hampton Bays.”

All students must prove residency in the district through a lease, deed or utility bill, he said.

At the same time, Clemensen said there is no way for the district to be able to know the direct impact or cost that the school district carries to educate students whose immigration status is not legal.

He did say, however, that the district offers English as a second language for students whose first language isn’t English.

Clemensen said about 15 percent of students qualify for that program, which enlists 3 percent of the district’s faculty to offer the supplemental language service.

There is no additional cost for bilingual classrooms, he said.

Funny. The HB Schools will kick out a student for not being part of the "district" however if they are here illegally, thats ok. Its no wonder that out school system is in such disarray.

I should clarify-I referenced the HB School only because that is what the article is in reference to. I feel this way across the board.

They forgot to say that the census only counted people who opened the doors to them to do the survey. If you were here illegally living in a basement would you answer the survey? I don't believe that white are more prevelent in Hampton Bays just look around people.

Agreed. Just look around, especially in HB. I don't believe that all the illegals living in the woods, in basements, and garages are counted in the census. Who do they think they are kidding!!! This is just wrong. Only last week I saw a hispanic man relieving himself on the outdoor display at the LI Science Museum in Riverhead. I was sitting in the car at the light and just happened to look over to my left and WOW that's exactly what I wanted to see. Then he grabbed his backpack, hopped on is kiddy bike and peddled off....That about says it all. Just be sure not to touch the display children.

Thats just sick.. I hope you didn't have any children in the car..Try to explaine that to a child..ugh! They are just going to ignore it like they always do because it's easier that way..I am getting madder and meadder every time I go to a grocery store there are more and more of them popping out kids like rabbits..Makes me sick..

Just take a look at the children in HB schools I guarentee you will see more hispanic children than white...It is all politics.

I am with you. But we all seem to be helpless...and let's not forget our neighbors who rent to them, and hire them to make a bigger profit. We all need to shame them whenever we can. I have two shacks next to me that are of course devaluing my property. When the landlords come to collect the rent and I see them I confront them and tell them they ought to be ashamed of themselves. I also had one served with a summons and he got rid of the 20 or so men living there and now there are only 4 families living there. Not good but a slight improvement. At least the cesspool isnt overflowing every week and the men arent urinating up against my fence! I am so done with this. I think about moving out of HB all the time. I bet I'm not the only one!

Istead of us talking about the problem we all and I do mean ALL who is fed up as I am to stand up and be heard !! We have to get every one to go down to the movie theater , or Liggets parkin lot or any place THEY congrigate and we need to be heard . WE could ALL go to 7-11 in Southampton ,If we have 100 or more of US protesting all at once ,hell they cant arrest us ALL !!some one will take notice and maybe just maybe they will start listening. Iknow I have about 50 to 100 friends who will go and I know each and every one of you have a hand full of friends and so on and so on.Before you know it we have 500 to 1000 of us and who can mess with that ?? I agree with you bob I will help and go to seven-11,we need to get this together. My son goes to h.b.school and he even complains about the illegals. The thing that bothers me is that I work in a grocery store and to have illegals pay for there over STUFFED shopping cart with food stamps and then pull out a fist full on hundreds ! My family has to eat pasta 3 times a week just to get buy.Whats wrong with this? And almost every store in town is now run by illegals-look at the hair and nail salons ,where dose all this money come from ? OH, govt. grants for ILLEGALS it makes me sick. Im ready to fight for my town!!

I agree with all of you we have to take back our TOWNS. We need to set up a meeting and get this going. I lived in Bisbee,Az for a while and Border Patrol will catch the illegals and zip tie them together on the side of the road until the immigration bus comes and takes them back! I'll even supply the zip ties. And in Az. if a contractor gets caught employing an illegal they get a 1,000. fine the first time. Second time they take your license away. They should do that here. Just came back from King Kullen. Ugh, hispanics everywhere. Landscape trucks everywhere. Had a return and had to wait in line for illegals and their money orders. I know there is an illegal underground economy. What's with the Jeans stores that never sell jeans? Just wiring money. How do they work? They are fronts and money laundering operations. Gangs are moving in big time too. Drugs, prostitution, you name it. Saw someone cruisin the streets of Flanders in an Aston Martin yesterday. If you think that's okay, you are living in fairy land....By the way, has anyone noticed the unbelievable increase in garbage everywhere in our town!!!!

Maybe the guy driven the Austin Martin was the owner of GOYA or Univision, and has a house in the Hamptons, or maybe the guy works for a rich family and need to drive the car that was in storage for the whole winter...need to be ready when his boss come to play in the Hamptons!!!!!!

Something that you must take in consideration, one of the main reason for the Census is to distribute funds to your community...the more people you have the more money you community gets, for the schools, churches, hospital, police, fire department etc.....you should be happy your community is getting more money, because of more people living there.....

And what about all the ones I see driving in bmw s and brand new suv s with carolina plates or virginia plates or any other out of state plates ?? Look Belinda we are not haters we just think they shouldnot be trespassing into our country! And we all think they should"nt be working off the books and getting all the benafets that you and I paid into all these years and we think they should stop popping out babys to receve even more benafets we paid for !! take a good look at the statistics and you"ll see that what they clsim in welfars and woking illegaly and what they send back to their country more than doubles our national dept ..that money is not being recirculing back into OUR OWN system and people wonder why this country is in such disaray so stop sticking up for them and do your investigating on this matter and you to will start getting pissed off!!!

The thing that makes this unfair is that the cheap labor provided by the hispanic population is shared by all hamlets in the Town of Southampton but because Hampton Bays has more "affordable housing" it gets to support a larger precentage of the illegal alien population and gets to pay for their children's education because of the way the town, county or state created the school districts. The school tax collected in each district is part of your real estate tax. The factor used to determine the amount of tax you pay is derived as follows: The total amount of the taxable valuation of your hamlet's real estate is divided by the town's portion of your hamlet's school budget. So the more your hamlet is worth for example Southampton's taxable valuation from the "2009-2010 Tax Sheets" is $19.4 Billion and their School budget is $44.2 Million, the tax factor is 2.2. For Hampton Bays taxable valuation is $3.6 Billion and the school budget is $33.8 Million, the tax factor is 9.1. So if you live in Hampton Bays your School Tax, which is more than 77% of your real estate tax bill, is about 450% higher than a Southampton property with the same taxable valuation. If we had one school district instead of 13 the factor would be about 3.4 for all of us.

Agree with E Trillo-and we need one school district. Way too small for all the ones we have. I am just glad to know that I am not the only one who is upset with what has happened to Hampton Bays.

The US Immigration and Customs Enforcement is the federal agency responsible for illegal immigration issues. There is a program called "Secure Communities" that if implemented properly could provide a solution for Removing Criminal Aliens from our community. To date NY State has only removed 6 Criminal Aliens from the state but it has only been activated in 23% of the state. Other states like North Carolina and Arizona where the program has been in place for several years have removed thousands of criminal illegal aliens from their communities. Hopefully our Town Police, County and State Police will start using this program.
