Looks like a weigh station. I'm going on a limb...but it looks like JFK in the car! I'm also guessing the location is somewhere at Vanderbilt Pkway and Commack Rd. 1950s...particularly because the man in the foreground is wearing saddle shoes.

Judging by the number on the side of the car, it is in some form of competition...my guess would be that the driver has to move the car slowly so that the whole platform will balance...looks like it could be in a place like Bethpage State Park Polo Field
